Dominican Republic implements new public procurement law

In the Dominican Republic, President Luis Abinader and the General Directorate of Public Procurement (DGCP) have highlighted significant advancements following the enactment of Law 47-25. This new legislation aims to modernize the national public procurement system by increasing transparency, efficiency, and competition.

Key developments include the launch of Eficompras, a new virtual store designed to democratize small-scale purchases and support MSMEs through a digital catalog. DGCP Director Carlos Pimentel reported that monitoring systems have already helped safeguard over RD$6,800 million in public funds. Additionally, the DGCP has suspended the supplier registrations of 82 officials found to be in violation of new incompatibility regulations.

Other regional legal developments include a Chilean court ruling regarding the non-prescriptibility of state debts related to student loans, and a report from the Instituto Coordenadas warning that the suspension of certain concessions in Chile could impact $8 billion in projects and 95,000 jobs. In Costa Rica, a court granted an injunction to the ICE to maintain existing contracts despite challenges from the Comptroller General.
