The Dominican Republic has transitioned its procurement modernization efforts into a formal legal framework with the enactment of Law 47-25. This legislation, supported by President Luis Abinader and the Dirección General de Contrataciones Públicas (DGCP), aims to increase transparency, efficiency, and competition within the national public procurement system.
A central component of this reform is Eficompras, a state-run virtual store managed by the DGCP. The platform utilizes an electronic catalog for acquisitions below RD$268,111.38, allowing state entities to complete purchases in minutes. The system is designed to democratize small-scale purchases by prioritizing micro, small, and medium-sized enterprises (MSMEs) and promoting regionalization through geographic filtering.
To ensure integrity, the DGCP employs anonymous selection processes, automated tax compliance validation, and strict incompatibility regulations. DGCP Director Carlos Pimentel reported that monitoring systems associated with these advancements have already helped safeguard over RD$6,800 million in public funds. As part of enforcing these new regulations, the DGCP has suspended the state provider registrations of 82 officials found to be in violation of rules regarding conflicts of interest between public office and private business.
