The Egyptian government emphasized that the Nile is not the property of any single nation and that Addis Ababa's actions reflect an attempt to impose a fait accompli and monopolize an international waterway. Cairo asserted that it possesses “multiple and wide-ranging tools” to defend the water rights and interests of its people.

Reports indicate that Ethiopia may be planning to construct three new dams in addition to the Grand Ethiopian Renaissance Dam (GERD). Legal experts noted that international law prohibits upstream states from implementing projects that cause significant harm to downstream nations without prior consultation and coordination.
