Overview

Egypt has expressed increasing concern regarding Ethiopia’s management of the Nile River. Initially, Egyptian water officials monitored Nile inflows, noting that the unilateral operation of Ethiopia’s Grand Renaissance Dam was “illegal and in breach of international law.” The lack of a binding legal framework and regular data exchange has forced downstream operators to continuously revise water-management scenarios.

Tensions escalated following statements from Ethiopia’s Minister of Water and Energy, Hatemamu Haile, concerning the construction of additional dams and the intent to ‘control’ water flows to downstream nations.
