Overview

Egypt has expressed increasing concern regarding Ethiopia’s management of the Nile River. Initially, Egyptian water officials monitored Nile inflows, noting that the unilateral operation of Ethiopia’s Grand Renaissance Dam was “illegal and in breach of international law.” The lack of a binding legal framework and regular data exchange has forced downstream operators to continuously revise water-management scenarios. Following Ethiopia’s inauguration of the Grand Ethiopian Renaissance Dam (GERD) on September 9, 2025, the dispute has intensified. During the 81st session of the United Nations General Assembly, Egyptian Prime Minister Mostafa Madbouly characterized the Nile’s flow as an ‘existential issue that allows for no compromise,’ asserting Egypt’s right to protect its water security under the UN Charter. He called for legally binding agreements and rejected unilateral measures that occur at the expense of downstream nations.

President Abdel Fattah el-Sisi has reaffirmed Egypt's commitment to diplomatic and peaceful solutions, emphasizing that diplomacy must not compromise national interests. In discussions with the President of the African Union, el-Sisi stressed the importance of cooperation among Nile Basin countries based on mutual interests and the principle of not causing harm, while rejecting the use of the Nile water file for political gain.
