Egypt considers transition to conditional cash subsidy system

The Egyptian government is considering a transition from traditional commodity-based subsidies to a conditional cash-based subsidy system. Under the proposed framework, citizens would receive a monetary value on their ration cards to purchase essential goods, rather than receiving specific quantities of fixed commodities. This shift aims to provide families with greater flexibility in choosing their own household needs and to improve the efficiency of subsidy distribution.

Proposals currently being discussed suggest a monthly allocation of approximately 325 EGP per individual. This figure is reportedly divided into 225 EGP for bread support and 100 EGP for other food commodities. For a family card consisting of four members, this would mathematically total 1,300 EGP per month. However, officials emphasize that these figures are currently proposals and have not been finalized or officially decreed by the government.

The transition is tentatively targeted for implementation on January 1, 2027, pending the establishment of executive rules, eligibility criteria, and participating retail outlets. The new system would not involve direct cash payouts but would instead function as a digital balance on the ration card to be used at approved merchants.
