International financing for Egypt

Entities: Egypt · International Monetary Fund · Extended Fund Facility · Mohamed Maait · Resilience and Sustainability Programme

Overview

In late July 2026 the European Union transferred a second €1.5 billion tranche to Egypt, completing a €4 billion loan that forms part of a broader €5 billion assistance package launched in 2024. The first €1 billion of this second tranche was paid in January 2026, and the initial €1 billion tranche was disbursed in 2024. The EU funds are earmarked for budget support and macro‑economic stability and are tied to progress on democratic governance, rule of law and human‑rights standards, a condition that has drawn criticism from rights groups over ongoing repression.

A few days later, on 31 July 2026, the IMF Executive Board approved a $1.8 billion drawdown – about $1.5 billion from the Extended Fund Facility and $272 million from the Resilience and Sustainability Facility – raising Egypt’s total IMF access to roughly $7.3 billion. The Fund highlighted the economy’s resilience amid regional conflict, noting 5 % Q3 FY2025‑26 growth, inflation at 15.2 % in March 2026 (projected to rise to 16.7 % later in the year), a current‑account deficit near 4.5 % of GDP and reserves at 119 % of the adequacy standard. It urged faster reduction of the state’s role and greater private‑sector participation.

On 2 August 2026 the IMF confirmed that the $1.8 billion tranche would be transferred to the Central Bank of Egypt within five business days, bolstering foreign‑exchange reserves, supporting exchange‑rate stability and helping meet upcoming external‑debt obligations. The disbursement adds to the $73 billion of IMF loans already agreed with Egypt (expanded to $80 billion in March 2024) and includes a climate‑related component through the Resilience and Sustainability Facility.

Egyptian officials, including Prime Minister Mustafa Madbouly, welcomed the combined EU and IMF support as a vote of confidence in the country’s reform programme.
