Egypt Expands Digital Services for Food Subsidy Card Updates and Appeals
The Ministry of Supply and Internal Trade in Egypt has opened a grievance channel for citizens whose food subsidy cards have been suspended. Applicants can file appeals through the Egypt Digital platform, upload required documents such as the card, national ID, recent utility bills and evidence of the suspension reason, and may also submit the appeal by phone on the 19959 hotline. Once the data are verified, the card is re‑activated in the following month.
The ministry also offers a suite of digital services: electronic updates of cardholder data, online transfer of cards between governorates, and adding family members. Eligibility is tied to income, consumption and asset indicators, with a cleansing program to remove non‑eligible beneficiaries. Parliamentary committees have discussed reforms to curb the estimated 30 billion‑EGP annual loss in the bread subsidy, proposing a tiered support system that raises benefits for lower‑income groups while limiting higher‑income recipients.
These measures aim to improve efficiency, reduce fraud, and ensure that subsidies reach the intended households.
