Egypt expands social protection, raises salaries

Overview

Following the July 2026 reform package, Egypt expanded its social protection agenda. President Sisi ordered a unified programme to broaden aid for the most vulnerable, continue the Takafol & Karama cash-assistance scheme for 4.7 million families, and develop early-childhood services. On 1 July, a 15% pension increase was launched for about 11.5 million retirees, accompanied by a nationwide food-subsidy distribution covering more than 61 million cardholders. Civil-service wages were raised in July, setting the minimum monthly wage at 8,000 EGP and adding allowances for teachers, health staff and night-shift workers; payroll began on 20 July. The Takafol & Karama programme started on 15 July, delivering over 4 billion EGP, and a one-off 1,500 EGP grant for irregular workers was paid in late July. In August, the pension boost was repeated and the Takafol & Karama August round began on 15 August, targeting approximately 4.7 million families and 18 million citizens. Payments are accessible via post offices, ATMs, electronic wallets, and Bank Nasser Social branches. Eligibility for the programme includes requirements such as the household head not being a government employee, having no significant agricultural land or real estate, and ensuring at least one child aged six maintains 80% school attendance. Additionally, the Ministry of Supply and Internal Trade continued the appeals process for citizens with suspended food ration cards. In coordination with the Ministry of Communications and Information Technology, data update services were enabled at 500 post offices and via the Digital Egypt portal. Approved appeals allow for ration card reactivation and the resumption of food supplies the following month. Regarding pensions, the National Social Insurance Authority announced that September 2026 payouts, which include the newly approved 15% increase, will be available starting 1 September.
