Egypt's Industry Minister Khaled Hashem reforms industrial land rules to boost investment
Egypt's Minister of Industry, Engineer Khaled Hashem, issued new regulations that remove the previous requirement for a three‑year operational period before industrial land can be transferred or sold. The revised rules allow investors to demonstrate seriousness by obtaining an operating licence, registering the industry, paying the full land price and commencing production.
The changes also extend grace periods for distressed projects, permit changes in industrial activity subject to feasibility studies and approval by the General Authority for Industrial Development, and aim to prevent land hoarding. According to Mohamed Saade, Secretary‑General of the Federation of Egyptian Chambers of Commerce and President of the Port Said Chamber, the reforms are expected to stimulate investment, increase production and exports, create jobs, and support Egypt’s broader industrialisation goals.
