California declares state of emergency ahead of historic El Niño

California Governor Gavin Newsom has declared a statewide state of emergency to prepare for a potentially historic El Niño season. The decision aims to mobilize state resources, protect vulnerable communities, and ensure emergency responders have necessary tools before severe winter weather intensifies.

The emergency proclamation allows for the pre-positioning of flood-control equipment, such as sandbags and pumps, and directs agencies to secure critical infrastructure and roads. It also authorizes the California National Guard to support potential search and rescue, engineering, and logistics missions.

Meteorological data from the National Oceanic and Atmospheric Administration (NOAA) indicates a high probability of extreme weather. Forecasters estimate a greater than 90% chance that El Niño will be very strong this winter, with a 75% chance of it reaching historic strength. The phenomenon, characterized by anomalous warming in the equatorial Pacific, is expected to bring heavy rain, intense storms, mountain snow, and coastal flooding to the region.
