Guatemala TSE introduces SIP 245 system for 2027 elections

Guatemala’s Supreme Electoral Tribunal (TSE) has introduced the Preliminary Information System 245 (SIP 245), a new platform designed to replace the previous TREP system for the 2027 general elections. Developed internally by the institution, the system aims to enhance transparency, autonomy, and traceability in transmitting election results.

The new process involves scanning original voting records at polling stations using OCR and ICR technologies to convert physical documents into digital data. This information will then be transmitted to the National Information Center. To ensure security, the TSE plans to implement five communication rings, four contingencies per polling station, and external audits. The institution also intends to conduct four simulations, including one testing 100% of the expected electoral load.

During the presentation, officials noted that the system was built from the ground up using international standards and will not utilize artificial intelligence. Party delegates and fiscal agents will be able to observe the scanning and verification process on large screens to ensure the integrity of the data being transmitted.
