Northern Italy regions diverge on Euro 5 diesel vehicle ban
Northern Italian regions are adopting divergent strategies regarding the planned October 1, 2026, ban on Euro 5 diesel vehicles in the Po Valley. While national law allows regions to avoid structural bans by implementing compensatory measures, the implementation remains inconsistent across the territory.
Lombardy is the only region proceeding with the ban in major urban centers, including Milan, Brescia, Monza, and Bergamo. The restrictions will apply Monday through Friday, from 7:30 to 19:30. In response, Transport Minister Matteo Salvini has called for a further extension, citing the economic impact on approximately 500,000 citizens and small businesses.
Other regions have opted for alternatives. Piedmont has canceled the ban, and Veneto has approved a suspension until 2027, opting instead for measures such as smart working incentives and eco-incentives. Emilia-Romagna has also moved to avoid the ban through compensatory actions. Environmental groups, such as Legambiente, have criticized these delays, arguing that they lack a cohesive strategy and fail to address the urgent need for air quality improvements in the region.
