Italian diesel vehicle circulation restrictions

Overview

Starting October 1, 2026, several northern Italian regions will implement driving restrictions to combat air pollution in the Padan Basin, specifically targeting Euro 5 diesel vehicles registered between 2011 and August 2015.

In Lombardy, the most stringent measures will apply to M1 category diesel vehicles in urban areas of cities with more than 100,000 inhabitants, such as Milan, Brescia, Monza, and Bergamo. These bans will occur on weekdays between 7:30 and 19:30, with no seasonal suspensions. Restrictions are expected to expand to light commercial vehicles in 2027. To mitigate impact, the region utilizes the MoVe-In system, allowing drivers to use restricted vehicles if they install a black box and adhere to an annual mileage limit.

Regional implementation strategies vary. Veneto is planning a seasonal approach, with restrictions active from October to April. While Emilia-Romagna originally planned seasonal restrictions for municipalities with more than 30,000 residents, the regional government is now expected to formalize a decision to scrap the planned ban on Euro 5 diesel vehicles. This reversal follows significant pushback from citizens and labor unions, such as Cisl Emilia Centrale, who argued that the financial burden of replacing vehicles would be too heavy for families. Instead of the ban, the administration led by Michele de Pascale is expected to propose alternatives such as strengthening public transport, promoting biofuels, and implementing green mobility incentives.

Piedmont has avoided total bans by implementing compensatory measures, including 14 million euros in incentives for biofuels.
