Energy developments in Lebanon and Libya focus on gas and power infrastructure

Qatar and Lebanon are developing a proposal titled the ‘Integrated National Energy Investment Program’ to revitalize Lebanon’s struggling electricity sector. The plan involves constructing two new combined-cycle power plants in Deir Ammar and Zahrani, each with a capacity of 825 MW.

Under the proposal, QatarEnergy would enter a 20-year agreement to supply liquefied natural gas (LNG) to Lebanon using a floating storage and regasification unit. The plan also incorporates renewable energy targets, including 800 MW of solar power and 440 MW of wind power, alongside battery storage and regional grid connectivity. The program aims to attract private financing to avoid immediate capital expenditure from Lebanon’s general budget.

In Libya, the National Oil Corporation is preparing to complete a project to exploit associated gas at the offshore Bouri field by the end of October. Executed by Mellitah Oil & Gas, the project aims to utilize approximately 100 million cubic feet of gas per day to boost domestic supplies and power generation. This initiative is part of Libya’s strategy to achieve zero gas flaring by 2030 and is expected to reduce carbon dioxide emissions by 1.5 million tons annually.
