Qatar-Lebanon diplomatic engagement and energy aid

Overview

Qatari Prime Minister and Foreign Minister Mohammed bin Abdulrahman Al Thani initiated a diplomatic mission to Beirut to engage with Lebanon’s top political leaders. The visit aimed to revitalize Qatar’s diplomatic presence and address critical issues including security, economic stability, and energy needs. Key agenda items included de-escalating tensions in southern Lebanon, supporting the Lebanese Army, and facilitating Lebanese-Israeli negotiations. Following meetings with Lebanese President Joseph Aoun and Prime Minister Nawaf Salam, Qatar expanded its economic commitments to address Lebanon’s energy crisis. Qatar has pledged to finance, implement, and operate a comprehensive project to improve electricity infrastructure by utilizing gas to power the grid, a move designed to avoid upfront investment costs for the Lebanese treasury. Additionally, Qatar is providing $40 million in financial support as part of a broader $400 million aid package intended to bolster the Lebanese Army and security institutions. In a significant expansion of energy cooperation, QatarEnergy has reached an agreement with the French firm TotalEnergies to jointly develop a massive solar power plant in Lebanon. This project will also be funded, implemented, and operated by the Qatari side at no cost to the Lebanese state. To further revitalize the electricity sector, Qatar and Lebanon are developing the ‘Integrated National Energy Investment Program’. This proposal includes constructing two new combined-cycle power plants in Deir Ammar and Zahrani, each with an 825 MW capacity. Under the plan, QatarEnergy would enter a 20-year agreement to supply liquefied natural gas (LNG) via a floating storage and regasification unit. The program also targets renewable energy through 800 MW of solar power, 440 MW of wind power, and battery storage, aiming to attract private financing to protect Lebanon’s general budget.
