England landlords face new registration and energy compliance rules

Landlords in England face a tightening regulatory landscape driven by the Renters’ Rights Act and new energy efficiency requirements. Under current rules, most private rented properties in England and Wales must achieve an Energy Performance Certificate (EPC) rating of E or higher by August 2026. The government also plans to further raise these standards starting October 1, 2030.

Additionally, a new Landlord Registration Service is being introduced. This service will require landlords to register both themselves and their properties. The rollout will begin in the West Midlands on December 15, 2026, with subsequent regional phases through 2027. From December 2026, an annual registration fee of £65 per property will apply.

Experts warn that landlords remain legally liable for compliance failures even when using letting agents. This includes errors in Right to Rent checks, licensing, and property standards. Non-compliance can result in civil penalties, restrictions on eviction rights, or criminal prosecution.
