Environmental land management disputes emerge in Katowice region

In the Silesian region of Poland, local authorities and environmental institutions are navigating conflicting approaches to land management and conservation. Senator Andrzej Kalata has raised concerns regarding the Regional Directorate for Environmental Protection (RDOŚ) in Katowice, alleging that its requirements for municipal general plans are excessively restrictive. Specifically, in the municipalities of Ujsoły and Rajcza, RDOŚ has mandated the reclassification of significant portions of land from building plots to agricultural land to comply with Natura 2000 protections. This shift could result in massive compensation claims, estimated between 251 million and 1.4 billion PLN for these two municipalities alone.

Simultaneously, the Institute of Environmental Protection – National Research Institute (IOŚ-PIB) has launched a geo-survey to engage residents of the Katowice agglomeration, including Siemianowice Śląskie, regarding the use of social forests. This pilot project, running through November 2026, allows citizens to identify forest areas of recreational, cultural, or natural importance. The data collected will assist experts in developing forest management scenarios that balance ecological functions, such as air purification and water retention, with the social needs of local communities.
