Environmental land management disputes in Katowice

In the Silesian region of Poland, disputes have emerged regarding land management and environmental conservation. Senator Andrzej Kalata has criticized the Regional Directorate for Environmental Protection (RDOŚ) in Katowice, claiming its requirements for municipal general plans are “excessively restrictive.” In the municipalities of Ujsoły and Rajcza, RDOŚ has mandated reclassifying building plots as agricultural land to meet Natura 2000 protections, a move that could trigger compensation claims estimated between 251 million and 1.4 billion PLN.

In a separate effort to balance ecology and community needs, the Institute of Environmental Protection – National Research Institute (IOŚ-PIB) has initiated a geo-survey in the Katowice agglomeration. This pilot project, scheduled through November 2026, seeks resident input to identify forest areas of recreational, cultural, or natural importance to inform future forest management scenarios.
