Estonia shifts to ‘active defense’ by moving troops near Russian border

Estonia is implementing a new ‘active defense’ strategy to bolster its security along the Russian border. This shift moves away from a doctrine of delaying Russian advances to wait for NATO reinforcements, focusing instead on immediate defense from the border line.

Key military movements include the permanent relocation of the First Estonian Brigade from Tapa to Jõhvi, situated approximately 50 kilometers from the Russian border. Additionally, a new military base is being constructed in Narva, designed to house 200 soldiers permanently with a crisis capacity of up to 1,000 personnel.

To enhance long-range strike capabilities, Estonia has secured contracts for nine American HIMARS systems and nine South Korean Chunmoo multiple rocket launchers, both capable of reaching targets up to 300 kilometers away. Defense spending is projected to increase by 42 percent this year to 2.4 billion euros, or 5.4 percent of the nation's GDP.

While Estonian intelligence officials do not anticipate a full-scale war between Russia and NATO within the next two years, they remain concerned about potential limited provocations or hybrid attacks designed to test the alliance's collective defense mechanisms.
