EU-27 unregulated online gambling revenue reaches €91.6 billion

A new report titled ‘Online Gambling 2024–2025: EU 27 Europe’, produced by Gaming Compliance International (GCI) for the Campaign for Fairer Gambling (CFG), reveals a massive enforcement gap in the European Union's online gambling market.

Unregulated online gambling revenue in the EU-27 rose from €52.6 billion in 2023 to an estimated €91.6 billion in 2025, representing a 74% increase over two years. This unregulated activity accounts for 72% of the total €128 billion online gambling marketplace in the EU-27.

The report highlights significant risks to consumer protection, taxation, and regulatory oversight. It notes that in 2025, 121 million Europeans were reached by online gambling content, with 88 million of those reached by unregulated operators. Furthermore, among consumers actively interacting with online gambling, 91% of the content encountered promotes the unregulated sector. The ecosystem facilitating this growth includes affiliates, social media, advertising, search engines, apps, and illegal streaming services.
