European gambling market growth and regulation

Overview

Reports indicate significant growth and regulatory challenges within the European gambling market. A report by Gaming Compliance International for the Campaign for Fairer Gambling highlights a massive enforcement gap in the EU-27, where unregulated online gambling revenue is estimated to have risen from €52.6 billion in 2023 to €91.6 billion in 2025. This unregulated sector reportedly accounts for 72% of the total €128 billion EU-27 online gambling marketplace, with 91% of content encountered by active consumers promoting unregulated operators.

In France, data from the French Observatory for Drugs and Addictive Trends shows that gross gaming revenue reached 14.1 billion euros in 2025, a 3% increase from the previous year. This growth was largely driven by online gaming, which saw 4.2 million participants. Specific sectors such as sports betting and poker experienced increases of 8.6% and 15.1%, respectively.
