EU PPWR Regulation Sets New Packaging Rules for Companies from 2026

The EU Packaging and Packaging Waste Regulation (PPWR) becomes directly applicable on 12 August 2026 in all member states, imposing new obligations on the entire packaging value chain. Companies must ensure recyclability, meet recycled‑content targets, comply with extended producer responsibility (EPR) schemes, register in national databases and submit technical declarations. A stricter phase begins on 1 January 2030, when a range of single‑use packaging – such as small shampoo bottles, individual condiment sachets and certain fruit‑and‑vegetable packs – will be banned. The rule also limits the use of PFAS in food‑contact packaging.

The regulation clarifies legal roles: suppliers must provide material data, while the manufacturer – identified by the brand or trademark on the final product – carries the primary compliance responsibility. Importers, distributors and retailers have distinct obligations as defined in the text.

Industry responses include Italian AI‑based compliance software Evalda, which helps firms assess packaging, estimate contribution fees and plan remediation, and Spanish equipment maker BELCA, which offers flexible, recyclable packaging machinery and validation services. Hungary has already enacted a national restriction on single‑use cups containing more than 10 % plastic, aligning with the broader EU aims to curb plastic waste.

Companies across the EU are urged to audit their packaging portfolios now to prepare for the upcoming documentation, reporting and redesign requirements.
