European Union to introduce new handling fees for e-commerce imports

The European Union is implementing new customs regulations for e-commerce shipments originating from outside the EU. Following the removal of the 150 euro tax exemption on July 1, 2026, a temporary flat customs fee of 3 euros per item has been applied to shipments under that value.

Starting in November 2026, an additional handling fee will be introduced to cover the costs of processing the massive volume of small parcels. This fee is expected to be approximately 2 euros per item and will apply to all imported e-commerce shipments regardless of their total value. Under these rules, major platforms such as Temu, Shein, and AliExpress will act as the importers responsible for customs duties.

The measures aim to modernize the EU Customs Code, improve oversight of third-country imports, and protect the single European market from the rapid growth of cross-border internet trade. Member states currently have a monthly window to raise objections to the proposed fee levels.
