Concurrently, the EU Council has approved a major customs reform that will treat e-commerce platforms as importers, making them responsible for customs formalities, duties, and safety standards. To manage the costs of inspecting the billions of annual packages, the EU plans to introduce a new unified processing fee for small shipments by November 1. While the exact amount is pending, the European Commission is pursuing a gradual approach, with plans to add approximately €2 to the existing fee in November. Meanwhile, France is pursuing more aggressive unilateral measures that could see taxes on certain items reach €19.50 by 2030.
