European Union approves 3 billion euro payment for Ukraine
The Council of the European Union has approved the eighth regular payment to Ukraine under the Ukraine Support Instrument, totaling nearly 3 billion euros. This installment is intended to bolster macro-financial stability, support reconstruction, modernization, and the functioning of public administration.
For the first time, approximately 800 million euros of this package will be sourced from the EU’s 90 billion euro loan mechanism for Ukraine. The broader instrument, established in March 2024, aims to provide over 50 billion euros in grants and loans through 2027. To date, Ukraine has completed 84 of the 95 planned milestones required to access these funds.
International contributions are also being integrated into the framework. Norway has provided approximately 92 million euros in non-repayable aid. Other contributors include Sweden and the United Kingdom.
Separately, Spain is facing budgetary pressures due to its increased defense commitments. The country is working to raise its defense spending to 2% of GDP by 2025, a significant increase from its previous 1.28% level, while managing the fiscal impact of its direct support to Ukraine.
