Overview

In late July 2026 the European Union moved to expand its financial support for Ukraine. On 22 July, EU member states approved a €90 billion loan mechanism that now includes the United Kingdom, allocating €60 billion for defence purchases—much of it from British manufacturers—and €30 billion for direct economic and budgetary assistance. Repayment is tied to compensation from Russia or proceeds from frozen Russian assets.

A week later, on 29 July, the European Commission announced an additional €3.47 billion tranche from the same credit line to fund long‑range drones, missiles, Gripen fighter aircraft and other air‑defence systems, reinforcing Kyiv’s ability to counter Russian air attacks. The tranche follows earlier disbursements of €3.2 billion (25 June), €3.9 billion (30 June) and €1.1 billion (15 July). By the end of 2026 the EU plans to allocate a total of €28.3 billion to Ukraine’s defence industry as part of the broader €90 billion loan programme.

In parallel, the European Bank for Reconstruction and Development approved a €50 million loan to Kyiv’s municipal energy company Kyivteploenergo to maintain heating and electricity services ahead of winter.

These steps illustrate the EU’s continued effort, now reinforced by UK participation, to provide both advanced defence hardware and essential civilian infrastructure financing to Ukraine amid ongoing Russian aggression.
