EU approves final PNRR revision amid Italian digitalization challenges

The European Union has approved the eighth and final revision of the National Recovery and Resilience Plan (PNRR). This adjustment involves 118 measures, including the removal of two measures related to railway connections and ZES tax credits, the modification of 102 measures to meet original ambitions, and the addition of two new measures regarding diagnostic trains and green tax credits. The revision aims to secure over 194 billion euros in funding, shifting resources toward business incentives and post-2026 facilities.

In Italy, a report by the National Union of Mountain Municipalities and Communities (UNCEM) highlights both progress and challenges in digitalization. While 80% of mountain municipalities are satisfied with the PNRR resources received for digitalizing local systems, 5G coverage remains inconsistent, with significant gaps in 27% of municipalities. Key structural concerns include the uneven distribution of 5G networks, the difficulty of financing network maintenance after PNRR funds are exhausted, and a lack of internal technical expertise within local governments.
