Overview
By early July 2026 most transport‑related PNRR works were close to completion, but municipalities faced tighter budgets and oversight, and the Gestore dei Servizi Energetici reported that a third of renewable‑energy‑community applications were rejected after a budget cut. Freight‑rail traffic fell 8.1 % in the first half of the year, blamed on network interruptions for PNRR works and the absence of a compensation fund. Barletta’s spending remained at 23.8 % of its €44.7 million allocation, prompting an urgent council meeting. The GSE confirmed about one‑third of more than 15 000 renewable‑energy‑community applications were rejected after the Ministry cut the earmarked €2.2 billion funding. A water‑supply upgrade in Mantova modernised 2 600 km of network, installed 60 000 smart meters and created 203 water districts with €28 million of PNRR funding. Late July Piedmont finished all 71 PNRR health projects in the Verbano‑Cusio‑Ossola area, part of 2 419 regional projects funded with €1.78 bn, though unions warn of staffing shortages.
