EU budget negotiations stall despite year-end deadline

European Union ministers met in Brussels on Tuesday to continue negotiations regarding the bloc’s next seven-year budget. Despite a collective goal to reach an agreement by the end of the year, discussions appear to have stalled due to unresolved differences among the 27 member states.

European Commissioner for the Budget Piotr Serafin noted a sense of “déjà vu” during the debates, stating that many positions have been consistently repeated for decades. The Irish government, which is currently chairing the negotiations, is expected to present a compromise text for leaders to consider at the European Council meeting in mid-October.

If a compromise is reached in October, it will serve as the penultimate step before a final decision is expected in December. EU leadership, including Commission President Ursula von der Leyen and European Council President António Costa, is advocating for an ambitious budget. This proposed framework aims to secure funding for strategic sectors such as artificial intelligence and defense, while maintaining support for traditional areas like agriculture and fisheries through new EU revenue sources.
