Overview
Negotiations for the European Union’s Multiannual Financial Framework (MFF) for 2028–2034 are facing significant delays. Early discussions highlighted that reaching an agreement by the end of the year appeared increasingly unrealistic due to political dynamics and upcoming elections in several member states, including Italy, France, Spain, and Poland.
As negotiations progressed, EU ministers met in Brussels to address unresolved differences among the 27 member states. European Commissioner for the Budget Piotr Serafin described the debates as a sense of “déjà vu,” noting that many positions have been repeated for decades.
While discussions have stalled, the Irish government, acting as chair, is expected to present a compromise text for leaders at the European Council meeting in mid-October. If successful, this would be the final step before a decision is expected in December. EU leadership continues to advocate for an ambitious budget to fund strategic sectors such as defense and artificial intelligence, alongside traditional areas like agriculture.
