EU Commission opens infringement proceedings against all 27 members over green‑building directive

The European Commission has opened infringement procedures against all 27 EU member states for not fully transposing the Energy Performance of Buildings Directive (2024/1275), known as the “green‑building” directive. The deadline for national implementation was 29 May 2026; none of the states met it, prompting the Commission to send letters of formal notice that start a two‑month response period. The step does not yet impose fines, but if the replies are deemed insufficient the Commission may issue a motivated opinion and refer the case to the EU Court of Justice.

The directive aims to make the EU building stock zero‑emission by 2050, with targets such as a 16 % reduction in primary energy use by 2030, phasing out gas boilers by 2040 and requiring solar panels on new buildings from 2030. Italian MEP Letizia Moratti criticised the measure as “a plastic and surreal demonstration of the failure of an unrealistic and strongly ideological directive,” calling for its suspension and rewrite. The action highlights the challenges of implementing the EU’s climate and energy‑security agenda across diverse national building stocks.
