Overview

The European Commission kept up its mid‑July 2026 enforcement drive. After issuing formal notice letters to all 27 Member States on 15 July for not transposing the Energy Performance of Buildings Directive, the Commission also criticised Germany’s draft law on the EU Deforestation Regulation and listed seven active infringement procedures. On the same day it sent infringement notices to Italy and 13 other states for failing to transpose Directive 2024/1069 on SLAPP lawsuits; Italy has two months to outline remedial steps. The seventh Rule‑of‑Law Report, released on 17 July, warned Slovakia that, despite modest reforms such as steps to strengthen the Supreme Court Council, high‑level corruption, weak legislative transparency and poor protection for journalists and public broadcasters persist. The report called for stronger lobbying rules and wealth‑disclosure mechanisms. Greece was highlighted as one of only 13 Member States showing a positive trajectory across all rule‑of‑law chapters. The Commission praised Greece’s digital corruption‑case register, lobbying‑transparency measures and safeguards for journalists, noting improvement on four of seven 2020 recommendations. Also on 17 July, the Commission opened infringement proceedings against 17 Member States—including Belgium, Germany, France, Cyprus and others—for missing the 21 May 2026 deadline to transpose the revised Single Permit Directive, which creates a combined work‑and‑residence permit for third‑country nationals. The states have two months to respond before the case may be referred to the EU Court of Justice. The same report urged Italy to accelerate reforms of defamation law, protect journalists’ sources and address SLAPP suits, alongside faster progress on judicial efficiency and lobbying transparency. On 18 July a Slovak Supreme Court judge questioned the legality of an appellate senate’s handling of a high‑profile case, sparking debate over political influence and rising societal polarization.
