EU Commission seeks to ease packaging rules for small businesses
The European Commission has proposed suspending certain administrative requirements within the Packaging and Packaging Waste Regulation (PPWR) to protect small businesses. The regulation currently requires companies engaged in cross-border sales to appoint authorized representatives and fulfill registration duties in each individual member state. While large corporations can absorb these costs, small online retailers report that these administrative burdens can exceed the value of their sales in specific countries, potentially forcing them to cease operations within the EU single market.
European Environment Commissioner Jessika Roswall acknowledged that hundreds of businesses have raised concerns, stating it is unacceptable to demand that small companies establish representatives in every national market. The Council of the EU has also expressed concern, with acting President Thomas Byrne noting the disproportionate costs for small manufacturers.
In a broader movement toward regulatory reform, thirteen EU member states, including the Czech Republic, are calling for a systematic revision of European legislation. Led by initiatives such as those proposed by Czech Chamber of Commerce President Deněk Zajíček, these nations are advocating for a 'thorough cleanup' of existing rules and the introduction of an 'European Consolidation Year' to focus on simplifying and implementing current laws rather than introducing new regulatory burdens.
