EU rejects Ukraine's request for early 2026 funding

The European Union has rejected Ukraine's request for the early disbursement of funds intended for 2026, maintaining that further financial assistance is strictly tied to the implementation of structural reforms. European Commissioner for Enlargement Marta Kos stated that Ukraine's goal of joining the EU by January 1, 2027, is not possible, emphasizing that the accession process is based on merit rather than political deadlines.

While the EU disbursed €2.9 billion to Ukraine on October 2 to support public administration and stability, access to the remaining portions of a €90 billion loan framework remains conditional. Key requirements include new taxation rules for digital platforms and the removal of VAT exemptions for small international parcels.

EU officials, including Valdis Dombrovskis and Marta Kos, have expressed specific concern regarding a Ukrainian parliamentary amendment that reportedly weakens financial monitoring for politically exposed persons (PEPs), a move that conflicts with Brussels' anti-corruption mandates. Ukraine had sought to access funds early to cover an estimated $27 billion defense budget deficit, but the EU has insisted on adherence to established governance and reform benchmarks.
