Kosovo judicial reforms face EU criticism and slow legislative progress
EU Commissioner Marta Kos has labeled recent legislative changes to Kosovo’s Law on the Specialized Chambers as unacceptable, warning that they contradict commitments to the European Union and could significantly hinder Kosovo’s integration process. While Kos acknowledged progress in rule of law reforms and the Growth Plan, she emphasized that respecting independent judicial institutions remains essential.
In a related assessment, the Democratic Institute of Kosovo (KDI) reported that judicial reforms in the first half of 2026 have primarily seen procedural progress without achieving concrete legislative results. The KDI noted that none of the five draft laws stemming from the 2023 Joint Declaration of Commitments had been approved by late June 2026. The report also highlighted procedural flaws in the draft law for the State Bureau for the Verification and Confiscation of Unjustified Property.
Separately, Kosovo's Ministry of Defense announced that the country has engaged the United States to discuss the procurement of helicopters for the Kosovo Security Force (KSF) via the Foreign Military Sales (FMS) program. Defense Minister Ejup Maqedonci stated that air defense remains a priority for the KSF. Meanwhile, Foreign Minister Glauk Konjufca warned of regional instability, citing Serbian territorial claims and military movements near the border as ongoing threats to Kosovo's sovereignty.
