Overview

Following the September 16, 2026, verdict by the Kosovo Specialist Chambers in The Hague, legal and political tensions have intensified. The court convicted former KLA leaders Hashim Thaçi and Jakup Krasniqi to 25 years, Kadri Veseli to 18 years, and Rexhep Selimi to 13 years for crimes including murder and torture.

On October 25, 2026, President Justina Shiroka-Pula returned the law to the Assembly for reconsideration, citing a need to ensure the “historical truth of the Kosovo Liberation Army is not distorted.” Assembly Speaker Albulena Haxhiu clarified this action constitutes a veto, requiring the Assembly to vote on whether to accept the law as is or proceed with amendments. The Committee on Legislation has four weeks to submit a report on the matter.

Concurrently, the Specialized Chambers of the Kosovo Constitutional Court rejected appeals by Pjetër Shala. The Chamber declared several of his complaints inadmissible and found no violations of the Kosovo Constitution or international human rights conventions, determining that Shala benefited from an adversarial judicial process and that proceedings were “overall fair and non-arbitrary.”

An Appeals Panel has extended the deadline for contesting initial war crimes verdicts to November 27. A separate verdict regarding interference with justice for Hashim Thaçi and four others is scheduled for November 17, 2026.
