EU Customs Rules Impose Fixed €3 Duty on Small E‑Commerce Packages in Croatia, Affecting Bosnia

From 1 June 2026 new EU customs regulations require a short entry declaration (USD) for goods entering the Union via Croatia. The declaration must be submitted at least one hour before arrival for road transport (or up to two hours for longer rail trips) and must be made by a carrier, recipient or authorised representative holding an active EU‑registered EORI number. Late filing can delay customs clearance, and personal baggage is exempt up to specified value limits.

From 1 July 2026 Croatia will also charge a fixed €3 customs fee per low‑value parcel (under €150) bought from non‑EU sellers, plus an additional €3 for each separate item in the shipment. The measure targets Chinese e‑commerce platforms such as Temu and Shein. Bosnia and Herzegovina, which received about 2.1 million small packages last year without customs oversight, is expected to adopt a similar regime.

These changes aim to improve fiscal control over cross‑border e‑commerce and align Croatia with the wider EU customs framework.
