EU Energy Ministers Approve Comprehensive Grid Modernisation Package

Energy ministers of the European Union endorsed a package to modernise and expand the continent’s electricity, hydrogen and gas networks. The agreement revises the trans‑European energy infrastructure regulation (TEN‑E) and introduces a fast‑track licensing directive, aiming to accelerate decarbonisation and improve energy security.

The plan calls for faster, digitalised permitting processes and designates renewable and grid projects as priority public interest. It also creates a new funding stream by reallocating a portion of congestion‑related revenue to cross‑border infrastructure, increasing from 10% in 2028 to 25% by 2031. A dedicated category of projects will address the resilience of critical grid assets against sabotage and cyber‑attacks.

Cyprus’s Energy, Trade and Industry Minister Michael Damianos, who chaired the council, highlighted the package’s role in delivering affordable, clean energy and reducing the isolation of peripheral regions. The European Parliament and Council will now negotiate the final text, with formal adoption expected around 2026.
