Overview
Following the July 2024 heatwave that pushed peak demand toward 8 GW, Romania accelerated grid reinforcement and low‑carbon capacity. A 387‑million‑lei tender launched on 7 July for high‑voltage line upgrades and new substations in Bucharest and ten surrounding counties, while the ANRE‑approved National Register of Energy Communities supported local PV aggregation. Coal plants continued as a short‑term bridge, with upgrades at Rovinir and Colterm’s winter plan for 2026‑27.
Major renewable projects progressed: ELCEN’s 275 MW cogeneration unit at CET South, Electrogrup’s 392 MW Peștera II on‑shore wind farm in Constanţa, a €47 million loan to OMV Petrom for the 50 MW CEE Onești wind farm, and financing for Cernavodă Unit 1, the 6.38 MW Aquaserv PV plant and Peștera II. The 16 500‑tonne Neptun Alpha offshore platform for the €4 billion Neptun Deep gas project was installed in July, with six of ten wells and a 160‑km subsea pipeline ready for commercial production in 2027.
Regional cooperation with Serbia deepened: the Djerdap 3 pumped‑storage MoU was expanded to include U.S. firms, Serbia opened a €5.3 million design tender for the 1,200‑2,400 MW project, and on 25 July Bechtel became the sole consortium meeting all criteria for the €2.6 billion project, positioning it for detailed design and financing. ANRE granted licences for over 325 MW of new capacity, mainly 177 MW of storage and 149 MW of renewable generation, while urging faster grid‑connection certification. PPC restored its myPPC mobile app after a brief outage.
