Romania Energy: Grid, Renewables, and Gas Hub Transition
Overview
Romania is aggressively modernizing its energy infrastructure to transition toward a renewable-heavy, gas-exporting regional hub. Key developments include the installation of the Neptun Alpha offshore platform for the €4 billion Neptun Deep project, which is on track for 2027 production. To support this, Transgaz plans a €1.65 billion upgrade to the Vertical Gas Corridor.
In the power sector, renewable capacity is surging; by July 2026, combined solar and wind capacity surpassed 7,000 MW. To bolster stability and flexibility, the National Energy Regulatory Authority (ANRE) approved a voluntary mechanism allowing consumers to receive payments for reducing electricity use during peak demand. Additionally, the national energy system surpassed 2,500 MW of new production and storage capacity in 2026.
To support the transition, the government has approved offshore wind energy perimeters in the Black Sea for concession. These perimeters represent an estimated 3.1 GW of capacity, aligning with the 2025–2035 Energy Strategy and the National Recovery and Resilience Plan. This development is expected to generate between 16 and 27 billion euros in added value.
To address generation needs, Electrica has signed a contract for a high-efficiency, hydrogen-ready cogeneration plant in Craiova. Valued at up to €235 million, the plant will use natural gas to provide electricity and thermal energy to approximately 53,000 homes and Ford Otosan Romania, replacing aging lignite-based generation.
System stability remains a concern due to environmental factors. In August 2026, extreme low water levels in the Danube forced the Cernavodă nuclear power plant into a safe shutdown. Authorities have implemented emergency measures, including constructing dams and releasing water from Olt River reservoirs. Nuclearelectrica stated that a restart depends on upcoming hydrological forecasts.
