EU expands sanctions on Russia, targeting shadow fleet and Navalny allies

On 15 June 2026 the European Union Council adopted its 21st sanction package against Russia, adding 34 individuals and 47 organisations to the EU sanctions list.

The measures focus on cutting Russia's energy revenue, defence industry and propaganda networks, and specifically target the so‑called “shadow fleet” that helps evade sanctions. Included are firms that supply unmanned aerial vehicles and other military equipment to the Russian army and companies involved in the transport and export of Russian oil.

Further sanctions address Russian hybrid activities, naming ten persons and one outlet linked to state media, and fifteen officials tied to the poisoning of opposition leader Alexei Navalny. Existing sanctions over the annexation of Crimea and Sevastopol were extended until 23 June 2027. The EU list now exceeds 2,500 individuals and entities.
