EU/UK sanctions, cyber attacks and diplomatic tensions
Overview
Since late June 2024 the EU broadened its sanctions against Russia, adding an oil‑price cap, a ban on LNG tankers, fish‑import restrictions and new blacklist entries, while extending aid to Kyiv with a €3.9 billion drone‑production tranche and €325 million for joint defence projects. In early July 2026 the EU and the United Kingdom coordinated sanctions on Russian scientists linked to Novichok and epibatidine programmes, and the UK froze assets of seven Russian nationals and two state‑run research institutes.
Western intelligence later detailed a GRU 20th Directorate network operating from Tokyo, using an Aeroflot cover to acquire Japanese micro‑chips, transmitters and precision‑machining tools that end up in Russian missiles and drones. Japan is drafting stronger anti‑espionage legislation in response.
EU foreign‑policy chief Kaja Kallas publicly accused Russia’s FSB of a coordinated cyber‑espionage and sabotage campaign that hit government networks and critical infrastructure in a dozen EU states. The EU, together with France and Germany, summoned Russian ambassadors and imposed new sanctions on nine individuals and four entities, including GRU officers, the Turla hacking team and firms supporting the Russian cyber‑ecosystem. NATO issued a condemnation.
Germany’s foreign ministry also summoned the Russian ambassador to Berlin, reiterating the protest and signalling possible further sanctions. The United Kingdom announced parallel measures against 24 people and entities linked to the attacks.
Russia retaliated by summoning Germany’s ambassador in Moscow, accusing Berlin of facilitating Ukrainian strikes on Russian civilian infrastructure, further heightening diplomatic tensions.
The EU and UK also expanded sanctions on Russia’s digital repression tools, adding the VKontakte platform, the MaxApp monitoring app and three SORM‑related hardware firms, while maintaining substantial military and economic support for Ukraine.
