EU eyes associate status for Ukraine, proposes sanctions for new members

German Chancellor Friedrich Merz is set to revive a proposal for an “associate‑membership” status for Ukraine ahead of the EU summit in Brussels on 18‑19 June. The plan, backed by France and Germany, also seeks deeper integration for Moldova and Western Balkan states. Ukraine’s foreign minister Andrii Siniha welcomed the discussion but warned that an associate status cannot replace full EU membership, while President Volodymyr Zelensky has expressed concerns that such a formula would create a second‑class tier without voting rights.

At the same time, the European Commission, represented by enlargement commissioner Marta Kos, announced draft mechanisms to impose severe sanctions on future EU members that fail to uphold EU values after accession. Citing the “Hungary lesson,” the Commission is considering a 15‑year probationary period and protective measures to ensure new members comply with rule‑of‑law standards, with the goal of preventing backsliding on reforms post‑accession.
