EU gradual integration plan for candidate states

Overview

Since late May 2026 the EU has debated how to keep momentum for Ukraine, Moldova and other candidates while reforming accession rules. German Chancellor Friedrich Merz proposed an “associate‑member” status that would let Ukraine attend EU council meetings without voting rights, a plan rejected by President Volodymyr Zelensky, who demands full accession talks. The European Commission later suggested a temporary suspension of veto rights for new members, citing Hungary’s block on a Ukraine aid package. Support grew among a bloc of five states (Germany, France, the Netherlands, Belgium, Luxembourg) and officials such as Slovak deputy‑chair Ivan Korčok and MEP Manfred Weber, who called for limited voting rights and stronger rule‑of‑law safeguards. By mid‑June Enlargement commissioner Marta Kos presented draft clauses to restrict a new member’s veto for up to fifteen years, and on 26 June the Commission unveiled a “gradual integration” framework offering limited economic benefits—selected EU funding, preferential trade deals and partial single‑market access—tailored to each country’s reform progress, backed by France and Germany. At the NATO summit in Ankara on 8 July, Merz reiterated that Russia cannot win the war in Ukraine, highlighted NATO’s €70 billion‑a‑year aid package and called for a swift end to the conflict. NATO allies confirmed the aid for 2026‑27, announced higher defence spending and launched a German‑Canada‑Norway submarine partnership to strengthen the alliance’s European dimension. On 12 July Merz said security guarantees for Ukraine must be decided by Kyiv and its partners, not Moscow, after a “Coalition of the Willing” meeting in Paris. Kremlin spokesman Dmitry Peskov responded that guarantees cannot be formulated without Russian participation, labeling the EU stance a “dead‑end”. Two days later Merz reaffirmed his support for an associate‑membership scheme, extending it to give Western Balkan candidates observer status and a step‑by‑step path toward full accession.
