EU Foreign Policy Chief Kaja Kallas has warned of an increase in Russian hybrid attacks across Europe, describing them as deliberate attempts to undermine unity and incite fear. Speaking at the European Parliament in Strasbourg, Kallas noted that these tactics vary by target, ranging from disinformation and election interference to attacks on critical infrastructure and military assets.

Kallas highlighted several recent incidents, including flares fired at a Danish military helicopter, a drone shot down in Lithuania, and a Russian drone impact near a train on the Polish-Ukrainian border. She emphasized that intelligence sharing among EU member states is vital to countering these threats and called for more severe consequences for those responsible.

To increase the cost of Russian aggression, Kallas proposed expanding sanctions, including potential restrictions on Russian diplomats within the Schengen area and re-evaluating tourist visas. She also noted that EU sanctions have already deprived the Russian economy of 1 trillion euros and that the bloc is finalizing its largest sanctions list to date while working to dismantle Russia’s oil shadow fleet.
