EU Foreign Policy Chief Kaja Kallas has warned the European Parliament that Russia is intensifying hybrid attacks across the continent to undermine European unity and resolve. These attacks include cyber manipulation, interference in elections, and sabotage of critical infrastructure. Kallas cited recent incidents, such as flares fired at a Danish military helicopter and a drone shot down in Lithuania, as evidence of calculated provocations.

To counter these threats, Kallas called for increased intelligence sharing among member states and more severe consequences for Moscow. Proposed measures include tightening Schengen area controls for Russian diplomats, banning visas for former Russian combatants, and re-evaluating tourist visas for Russian citizens. The EU is also finalizing its largest sanctions list to date and working to dismantle Russia’s shadow fleet used for oil transportation. Kallas noted that EU sanctions have already deprived the Russian economy of 1 trillion euros.
