Key targets include the Moscow City Tourism Committee, two Russian child recreation companies, and the Songdowon International Children's Camp in North Korea, which is accused of participating in programs that transfer children to facilitate pro-Russian indoctrination and militarized education. Additionally, Rustam Minnikhanov, the President of Tatarstan, was sanctioned for facilitating illegal deportations to camps within his region.

Separately, the EU also sanctioned several Russian officials and judges for their roles in suppressing political opposition, specifically regarding the exclusion of the Yabloko party from recent elections.

In a related development, the United States announced the release of $27 million to support the search, repatriation, and reintegration of Ukrainian children forcibly displaced by the conflict. The Bring Kids Back UA initiative reports that over 2,100 children have been successfully returned since the war began, though the Ukrainian Ministry of Justice has confirmed over 20,600 cases of deportation as of September.
