European Commission President Ursula von der Leyen has announced a proposal for a new European Emergency Response Framework to address sudden and massive migration flows, particularly in cases where movements are perceived as orchestrated or used as a tool of pressure. This announcement follows a significant irregular migration surge in Ceuta in late July, where approximately 80,000 people entered the Spanish enclave.

During her State of the Union address in Strasbourg, von der Leyen emphasized that the border of Ceuta is a European border and pledged EU support for the region. She called for the full implementation of the Migration and Asylum Pact to strengthen external borders and expedite deportations. Commissioner for Migration Magnus Brunner added that the priority remains the rapid return of migrants who enter irregularly without the right to asylum, and noted that Frontex will be strengthened to provide more agile responses to such crises.

Political reactions have been mixed. While the European Parliament passed a non-binding resolution describing the situation in Ceuta as an invasion and warning against the instrumentalization of migration, Spanish officials have defended their management of the crisis. Spanish Interior Minister Fernando Grande-Marlaska has called for legislative changes to accelerate return procedures, while opposition leaders have urged the EU to pressure Morocco to honor its commitments regarding migrant returns.
