EU opens next accession negotiation package for Ukraine and Moldova

EU member states voted unanimously to open the next negotiation package, Cluster 6, covering foreign affairs, foreign policy and security for Ukraine and Moldova. The decision follows the earlier opening of Cluster 1 on basic legal standards and reflects a shift in Hungary’s stance after the new government of Peter Magyar eased the previous block by Viktor Orbán over issues concerning the Hungarian minority in western Ukraine. The Irish EU Council Presidency, which began on 1 July 2026, is promoting a gradual, step‑by‑step opening of the remaining five clusters, aiming to complete them before the summer break. The EU Commission and the Ukrainian authorities want the remaining clusters finalized quickly to demonstrate political will. A formal screening letter has been completed, and an invitation letter is expected to be approved without debate, making its acceptance a formality. The EU plans to adopt the final opening of Cluster 6 on 13 July, with the formal intergovernmental conference scheduled for 14 July. While the EU acknowledges that Ukraine’s eventual accession will entail significant budgetary costs, it stresses that the process is a strategic priority for European peace, stability and security.
