Hungary passes 17th amendment, ousts president
Overview
After the European Public Prosecutor Office accession, the Tisza‑Party government pushed a sweeping constitutional overhaul. On 13 July 2026 the National Assembly approved the 17th amendment with a two‑thirds majority (139‑6), terminating President Tamás Sulyok’s mandate and giving him five days to sign the law before an impeachment procedure begins. The amendment imposes a 12‑year (three‑term) limit on MPs, a 70‑year age ceiling for Constitutional Court judges, caps the prime‑ministerial term at two four‑year mandates, limits the president’s term to five years and requires a new head of state to be elected within 30 days. It also creates a National Asset Recovery and Protection Office and reinstates recall mechanisms for senior judges.
Prime Minister Péter Magyar framed the changes as a “clean‑up” of the Orbán era and condemned the opposition Fidesz‑KDNP bloc for boycotting the vote and for attempting to block the president’s signing. Fidesz organised a rule‑of‑law rally in Budapest, with former president János Áder speaking, while Viktor Orbán stayed away. The party’s parliamentary group leader Gergely Gulyás resigned, citing the new MP term‑limit that would bar his re‑election.
Opposition parties and human‑rights groups warned the reforms concentrate power and undermine democratic safeguards, while street protests continued across the capital.
