European Union implements new packaging and waste regulations
The European Union is implementing the Packaging and Packaging Waste Regulation (PPWR), which begins taking effect on August 12, 2026. The regulation aims to reduce packaging waste by 15% by 2040. Key provisions include a ban on PFAS (per- and polyfluoroalkyl substances) in food contact packaging and the reclassification of single-use coffee capsules as official packaging to improve recycling and collection accountability.
Specific bans and restrictions are scheduled for upcoming years. By 2030, lightweight plastic bags, plastic nets and boxes for fresh produce, and certain single-use plastics in the hospitality sector will be prohibited. Additionally, rules will target 'perceived volume' by restricting packaging designed with false bottoms or excessive empty space; by 2030, empty space in certain packaging types may not exceed 50%.
In Germany, the new regulation is accompanied by the VerpackDG, which replaces the previous packaging law. Companies failing to comply face fines of up to 200,000 euros. While manufacturers and importers bear the primary burden of redesigning materials and ensuring recyclability, consumers will see gradual changes in product availability and labeling on supermarket shelves.
