The EU’s Packaging and Packaging Waste Regulation (PPWR) entered force on 12 August 2026, setting uniform recyclability targets, mandatory labelling and phased‑in recycled‑content thresholds through 2040. The United Kingdom has introduced a weight‑based product‑EPR (pEPR) scheme, while Dutch and German industry groups warn that compliance costs could be passed on to manufacturers and SMEs. The cosmetics sector still sees most containers bypass recycling, and UK glass makers argue that pEPR fees make infinitely recyclable glass more expensive than plastic. Romania’s packaging‑recycling rate remains well below the EU 75 % target, and Spain’s town of Rubí has expanded a deposit‑return system for reusable plastic cups at its annual festival. French industry reports a turnover of over €42 billion and a 70 % recycling rate for the 13 million tonnes of packaging placed on the market each year, meeting the 2030 target. As part of the national French Plastic Plan, a pilot programme launched in October 2025 tested reusable packaging in three regions, involving 350 stores, 200 producers and 1 600 product references; it achieved a 54 % return rate and reused more than 400 000 packages, improving collection volumes by the same percentage. On 24 July 2026 the European Committee for Standardization (CEN) published the UNI EN 18120 series, standards defining best‑practice design criteria for recyclable plastic packaging, including terminology, design principles and near‑infrared sorting methods. A German VDI ZRE paper urges plastic‑processing firms to accelerate recycled‑content use, adopt digital tools such as the forthcoming Digital Product Pass and deepen cross‑industry collaboration. New EU rules tighten recyclability to at least 70 % by 2030 and 80 % by 2038 and ban non‑recyclable adhesive residues. German Fraunhofer Institute’s PAPURE project is testing laser‑heat sealing to produce glue‑free containers, a segment projected to reach US$285 million by 2036.
